Absolutely. But, he was desperate. He saw no system or persons in Eorzea who would put in the work to free his homeland. Not that there weren't people who wanted to...and not that the leaders of the city states didn't care. They've all just been getting their feet back under them from all the other life-threatening issues that keep getting hurled their way.

[It's very much a game of politics, and even though on her best days Firoza can't quite parse it, she generally thinks the best of the people she's come to work with in saving the realm, be they by her side or doing the big important "leading nations" stuff. Also, she's just learned a lot by proxy - how those in power try to meet as many needs as possible and maintain order, and how you're never going to be able to please everyone. It's complicated.

But she can also understand being frustrated with that and taking matters into one's own hands...maybe she understands Ilberd more than she realizes. Doesn't change the fact that he's a bastard.]


In the end, he led a lot of people who were sincere about their cause to their demise - and one of our own sacrificed himself to keep the threat of his Primal at bay until we could do something about it. That led to its own problems...but that's an entirely different story.
