⋆✩ DRAGAFLOAT REDUX ✩⋆
The weather is unseasonably warm, even though it's not yet officially summer. A thick blanket of humidity hangs in the air and leaves even heat-tolerant Pokemon feeling sticky. Despite the conditions being pleasant to few, perhaps this is good news: dark clouds gather offshore. If there's rain to come, perhaps it'll help with the risk of wildfires?
But for now, the Pokemon of Bottlecap Bay let their enthusiasm for the Dragapult Festival fuel them in braving the heat! It's once more time for the city of Bottlecap Bay to celebrate its arrival on the shore, and in preparation for the Festival banners and signs start springing up across the streets.
i. TELEPORT, MKII
FROM A TO B
Thanks to all of the additional testing last month, as well as whatever mysterious conclusions the teleportation specialists in the Lum Berry guild drew from everyone's survey answers… the teleportation points now work reliably, even for otherworlders! No, truly. They really do promise this time!
In fact, in the leadup to the Dragapult Festival that everyone's anticipating, there's a much smaller event to celebrate this - or perhaps to reassure otherworlders? There's a finalized version of a teleportation point room that's just been finished near the Bottlecap Bay Questboard, and Raichu and the others have set up to answer questions and offer demonstrations. Thanks to everyone's work over the past several months, another of these has been built and staffed in Skull Town - so step in with a group of your fellows and experience getting teleported back and forth safely!
…or watch other Pokemon try it out and just hang out near the snack table. There's a wide variety of berry-based treats laid out, and while all flavor profiles are represented, there's a heavy concentration of sweet and spicy ones. (Is that what that one survey question was about, or is this just a bonus?)
Still not convinced? Later in the day, Raichu and the others lead basic lessons on staffing a teleportation point so people can participate on the other end and see it's not all that scary! In order to be eligible, a Pokemon must know at least one Psychic-type move. In fact, those who don't use multiple Psychic moves regularly will find that they can only contribute to a couple of teleports before they've burned through their energy for the day.
Even so, it's a useful skill to have! And as long as you've taken the lesson, you're now allowed to take shifts working the teleportation points (alongside the more experienced specialists, of course).

ii. THE DRAGAPULT DISASTER
SHAKE THE HEAVENS
Preparations for the Dragapult Festival grow more cautious as the clouds offshore continue to build. Some Pokemon tuck their banners and decorations back inside their doors temporarily; street food vendors watch the sky in case they need to make a run for it.
When the storm finally breaks, though, it's with wind rather than rain. What starts as a persistent strong breeze escalates into furious gusts that send smaller Pokemon rolling - or outright into the air! And the tempest is still intensifying. While only a drizzle of rain reaches land, the wind blows it and the sea spray so fiercely that it hammers into walls sideways, rather than falling down. Thin-trunked trees bend almost at right angles. Seawater covers the beach and laps almost at the edges of the city. Lightning arcs across the sky with barely moments between strikes.
Pokemon hurry to hide inside, and guild leaders quickly call a pause on quests until the storm ends. In the Spire there's a tense balance of discomfort; the entrance building at the top is taking the heaviest beating of the entire city, with wind blowing down into the tunnels, and the rising ocean outpaces a single pump's valiant efforts and floods into the mines and lower levels. But the middle tunnels are safe. The Archives and Canopy have no such guarantees; everyone battens down against the wind and hopes there won't be too much damage.
Offshore, the ocean tosses furiously. This is where the rain's truly pouring, but that's the least of anyone's worries - between the winds and currents, it's not safe even for Water Pokemon. If you get swept out, will anyone be able to retrieve you?

While more inland areas like Skull Town were protected by a buffer of woods and geography, the main city and Archives have taken quite a beating! Roofs are stripped of tiles or thatch, windows are broken, anything left outside has been blown who knows where…
The Spire, of course, is primarily underground - but the entrance building requires heavy repairs, and the pump below couldn't keep up with the entire storm. While it helped a great deal, and everything's now drained again, many caverns now have to be cleared of silt. In addition, items that were rapidly moved out of the flood zone and dropped any which way now have to be reorganized and returned.
The Canopy has its own problems. While all the trees that actually support any structures were carefully chosen for their sturdiness and survived unscathed, there's a lot of indirect damage. Surrounding trees have toppled sideways into walkways and rope bridges, causing damage and obstruction; large fallen branches have done the same. Other trees are scarred by lightning and must be inspected for the impact on their health, though fortunately nothing was set alight.
Clean up is going to take some doing. But the quicker everyone starts, the quicker it'll be over!

COME RACE AWAY
While Bottlecap Bay's cleanup is proceeding at a steady pace, it does mean the Dragapult Festival is getting delayed… possibly delayed indefinitely, as it turns out. Tatsugiri and Dondozo have surveyed the bay and are insistent that while the winds on land have died down to merely "strong," offshore is still incredibly dangerous! The Dragafloat Race can't be allowed to go on in good conscience.
Fortunately, Lurantis - taking the opportunity of working teleportation points to visit Bottlecap Bay for the first time in seasons - has a solution to propose. The Crowncork Valley has plenty of open space, and Skull Town was spared any real damage. Why not refit the floats with wheels, teleport them over, and have a cart race?
The Pokemon of Bottlecap Bay jump on the idea with way more enthusiasm than even Lurantis expected. It's not long before there are stations for preparing the former rafts and decorating them set up outside of Skull Town, all lined up in one long row. A wide, looping course is marked out with sticks jabbed into the ground.
Even with wheels, the floats are much harder to pull on land than on the water… which means that there's a rush to construct sails to take advantage of the winds still whistling through the region. Rather than a Tow and a Passenger, this year teams will be worrying about a Passenger and a HelmsPokemon! Pokemon that aren't interested in racing can help re-engineer the floats, and everyone who wants to can help decorate.
Of course, just like last year, the floats aren't the only thing getting decorated. On the day of the race, aspiring artists set up with pigments once more to decorate their fellow Pokemon. Grafaiai, Smeargle, and others are just as happy to share their inks with other artists as they are to paint you! And this time the pigments can be water-soluble so that Pokemon can rinse off afterward. Perhaps the easy cleanup explains why a handful of pranksters can't resist tossing paint at any killjoys who haven't already gotten "dressed up!"
